The Ethiopian Ministry of Foreign Affairs (MoFA) is the central government body responsible for managing international relations and providing essential services to Ethiopian nationals, both at home and abroad. Among its critical services are the issuance of Power of Attorney documents, authentication, and legalization of various legal papers required by citizens living overseas. With a vast diaspora scattered across continents, MoFA recognized the urgent need to modernize its service delivery and ensure that Ethiopians worldwide could access government services quickly, securely, and efficiently.
MoFA was faced with outdated, manual systems that made document processing slow, inefficient, and frustrating for its users. Ethiopian nationals abroad encountered multiple obstacles, including long wait times, the requirement for in-person visits, a lack of secure digital verification methods, and language barriers that restricted service access. These bottlenecks created not only administrative strain for MoFA but also eroded user trust and satisfaction. The challenge was clear: transform these complex, paper-based workflows into a seamless, automated, and user-friendly digital platform that maintained legal and security standards while serving a diverse, global audience.
To tackle the challenges faced by the Ethiopian Ministry of Foreign Affairs (MoFA), we designed and implemented Digital Mofa, a comprehensive, technology-driven platform that transformed traditional, paper-based processes into streamlined digital workflows. Our solution automated critical services, including Power of Attorney applications, document authentication, and legalization procedures, eliminating the inefficiencies of manual handling.
We incorporated strong security measures such as legally binding e-signatures, secure video verification, and tamper-proof digital certification to ensure authenticity, prevent fraud, and maintain compliance with legal requirements. To promote inclusivity, the platform was built with full bilingual support for both English and Amharic, making it accessible to Ethiopian nationals worldwide, regardless of their language proficiency.
In addition, we embedded real-time activity tracking and instant notifications to enhance user engagement and provide complete transparency throughout the application lifecycle. Designed with scalability in mind, the platform can seamlessly handle high user volumes, ensuring smooth operations during peak demand.
The outcome was a modern, efficient, and globally accessible solution that significantly reduced processing times, improved service reliability, and strengthened MoFA’s ability to serve its citizens, whether they were in Ethiopia or abroad.

The digital transformation significantly reduced processing times, enhanced service efficiency, and strengthened public trust through secure, transparent transactions.
